Building Regulations require the commissioning of fixed technical building systems to ensure the actual building performance is as consistent as possible with design intentions. The ADs* reference the Domestic and Non‐domestic Building Services Compliance Guides and industry guidance. Typically, the guides recommend following manufacturer’s instructions, and include information such as the qualifications/accreditation required for commissioning experts.

The supervising authority (i.e., municipalities or regional environmental services) has access to the inspection register for the area under its jurisdiction. Thus, the supervising authority can check whether the companies, that are subject to the requirement of having a certified inspection of their heating system, do meet this requirement. https://ok-cv.nl/

For non-gas-fired heating systems and gas-fired heating systems above 100 kW there is a mandatory inspection according to the Environmental law. Here the SCIOS is the executor / administrator who maintains a database.
Norway Yes, same database as for EPC Inspection reports are stored as a PDF, which means that data is not available for thorough analysis.
Poland Yes
Portugal Partly It is embedded in the EPC database. If an inspection has been carried out, it is registered on the EPC database.
Slovak Republic Yes According to Act 314/2012 on regular inspections of heating and AC systems, every LB performing an inspection is obliged to send reports from inspections performed in the past year to the operator of the monitoring system for energy efficiency. Reports stored in the database as electronic files (.pdf or .doc or .xls) are verified, analysed and processed in order to prepare the yearly report to the Ministry of Economy.
Slovenia Not yet In development
Sweden Yes, as a part of the EPC database
UK – England No The UK decided to provide advice on boilers/ heating systems, rather than implement an inspection regime.
UK – Wales Refer to the England KIDs for details.
UK – Northern Ireland Refer to the England report for details. The UK decided to provide advice on boilers/ heating systems, rather than implement an inspection regime.
